The earliest you can apply for the H-1B Visa is 6 months before the requested start date.
You can certainly check with other H1b petition sites. Just pick one excert to convince you.

My lawyer has told me that they cannot file H1 extension untill 6 months before expiry of the H1 permit itself. Based on conversation with him, i understood that one cannot file for H1 extension (for the sole purpose to convert back from parolee to H1 status)...
