If you are in China now, probably it's a good idea for your wife go to back to China in August to get US visa together with you. If you are H1B your wife will be H4, J1 then your wife is J2.

Since your wife is a newly landed Canadian PR, if she tries to get H4/J2 in Canada might get tricky. Although H visa can be dual status, the VO has the rights to decide what to do.

Easy or not is heard to tell. But there is a potential to get security background check if what you do is related to so called sensitive field. It could be from weeks to months.

The major difference between H1B and J1 visa is J1 needs to get waiver if you decide to stay and work in US later. And H staus (H1/H4) has a total six-year duration limit.
For your wife, she is a dependent of you. If you can get visa, then probably she'll get it. Your documentation is the most important. Ask for help from your school who will sponsor your H1B/J1 visa.
