Legally you can not work without approved EAD. It's between you and your employer whether they allow you work without work authorization and with no pay. And it's also against the law that employer holds you work without pay on a position that usually requires to pay. If your eomployer agrees, they are comfortable with the risk, low or high.
This is a discrepancy between compliance and practicality.
Local office can no longer issue interim EAD. They may sub-mit a work request for you to speed up your case approval.
