my friend filed i140s( i140-niw, and -eb1b), not e-i140, to tsc, and both were approved in tsc. mine was e-i140,which also was approved in tsc. the situation to be transferred to nsc didn't happend to us. actually, last july, e-i140 was processed only in tsc. you may try sending your documents to tsc,which is not worse than to nsc.good luck to you.
