Xiaobaitu & pjiang: ask for help about H1 extension

I need to apply H-1B extension now (the 4th year). However, the staff of our International Office (JHU) told me that I can’t apply H-1 extension base on the policy, because I applied EAD and got approval last July. Is it true that she said? In fact, I never used the EAD since I got it. According to suggestion of experts here, it is best to keep the H-1 visa during the 485 pending time. Where can I find an official policy about H-1 visa extension without using an approved I-485 EAD? Could you give me a link? Thanks a lot.
