I-485 Priority Date cuurent, 是否還存在名額用完問題？

想問一下，新的memo雖然會使很多卡在NC上的-485得到解決，但以前積壓的太多符合這個新規定的案子，是否會引起今年名額用完，然後很多Priority Date 已經cuurent的XDJM還要等到明年？
