Fingerprint can only be done in one of CIS's ASC, and you need an appointment to go there. That's why you can't have it before you file your case. But you need to prepay for it.

Medical exam should be included in your initial file, otherwise it is considered "incomplete" or "lack of document". Of course you can do it any time before your case is approved. But it is not recommended. Medical exam can be done in any of the disignated civil surgeons for a fee at any time.
