緊急求助: OPT 轉 H1b 被拒, 是否必須回國?

OPT 08年一月到期,07年11月已開始辦H1b. 因係裏秘書辦事拖拉,二月初才將申請遞到INS. 沒想到被拒. 是不是grace period期間不能轉身分? 有什麽補救措施嗎? 謝謝!
