I am facing the same for my J-1. I came from china with J-1 and become Canadian late on. Now working with H1 in US, I-140 approved, but can't file I-485 according to my Lawyer. I have Canada Embassy's No Objection letter as per my lawyer suggested which does not accepted by DOS. Chinese Embassy will not write anything as of now. They mention already escalated this situation and waiting for the order from china.
