1. pre-allocate visa is not common, but possible.
2. Since your PD is current a few month your case could be like this: name check result send back to USCIS BEFORE last visa retrogression, then allocate visa for you, for some reason, the final process become idle (office on vacation ?), then finally come to clean the disk and finish your case today
