2800 is for each EB category of China, while 60000 includes every category of every country. If you break 60000 into countries and categories, it might not be that scary.
On the other hand, skipping ahead of others really doesn't give you much joy, because you don't konw who you beat anyway, but seeing people later than you got gc earlier but you still stuck in NC is much more painful, because they are most probabily the people you meet everyday, and everyday their appearance will remind you that your NC is still stuck and you are still days away from you gc.
