USCIS play word game after the NC Memo

my I-485 has been pending for almost 3 yrs because of the Background check(sometime it used name check), and I called FBI my FP(one of the BG check) is clear long time ago.
l went to local service with the NC Memo thinking good news will come soon, but so sad to find out USCIS begins to play word game now.
the lady told me NC is part of BC, who told you your case stuck at FBI, we are waiting for many kinds of agency's check results, name, FP, date of birth...
my God.
