回複：是不是一定要提交citation list呀？否則一定被給REF?

I submitted the list of citations (25 times)but still got REF. In REF, I provided other 28 citations and 4 new reference letters,5 new review invitation, and 2 new journal publications and 2 proceedings. But my case still is pending.
