what your new company said is they will not transfer your HB's h4 alone with your h1 transfer, it is bacause your HB have no h4 yet (not because your HB is not in US).
for your HB's h4, you can not apply for him inside US, he got to apply for himself in China, and all you can do is provide all support Documents.
