More questions about J visa waiver. Thanks for all the expertise

I have few questions on J waiver. Problably, I can solve this problem once I get more info listed below.

(a) Did you know personally anybody applied for the second waiver?
(b) It seems that you know more about the J visa waiver than me and my friend. Do you know where I can find the handbook on J visa and its waiver? I need find the definition of the waiver.
(c) Except for NO OBJECTION, is there any other option to get waiver?
