i had 2 papers in usa without any citation when i submitted my application. citations for my i-140-niw were based on my previous phd work,not related to the present projects at all. my phd was on endocrinology, right now i am working with developmental biology. you can show citations to convince of vo that you have done extraordinary work, and ask referrences to say you also have done extraordinary work in present field,epecially your present pi, or big guys in your present field.
