In OPT,got EAD card and PERM approved, Is it safe to apply F1 in

I am in my OPT (started last December after I got my degree) and working full-time in a company, I have already obtained my EAD card and PERM. I may need to come back to China in May/June to see my father for the last time and I heard it is really difficult for me to renew my F1 visa. So I plan to go to Canada and apply F1 visa there (I have Canadian PR card). Is that really a safer plan? Does my PERM affect my application of F1 visa? Please help!!!
