J-1 waiver要多長時間？

今天打算把材料寄到領事館。美國和中國方麵都繳過費了。
剛剛看到U.S. Department of State的網站上有There are delays due to security checks.我的IAP66十一月底三年到期，是不是要來不及轉h1了？
