AP update. What does it mean?

Today when I checked I-131 (filed on 8/17/2007) status online, I found the following update. Does that mean I-131 is approved or needs a RFE? Thanks.

Current Status: Document mailed to applicant.

On January 23, 2008 we mailed the document to the address we have on file. You should receive the new document within 30 days. If you do not, or if you move before you get it, call customer service.
