In PERM, these letters are EXPERINCE letters, not RECOMMENDATION letters. Just describing certain key things to show you have the skill and experience specified in the job requirement and it's enough.

On the other hand, recommendation letter MUST say that you are better than most, well above average(NIW) or top of your field, influential internationally (EB1).
