140 和485 還能同時申請嗎？

我的律師告訴我說不行。他的回複如下：

You cannot file the I-485 yet. You can only file an I-485 when an immigrant visa is available to you based upon your birth country, preference classification and priority date. If you look at the current Visa Bulletin for February of 2008, the "cut-off" date for EB-2 China is January 1, 2003. When that cut-off date passes December 12, 2007, then you can file the I-485. Remember, changing jobs prior to having been in adjustment of status (I-485) for 180 days that date can force us to start
this process over from the beginning.

他是說我隻能在我的排期到了以後才能交485的申請。但是，140/485 concurrent filing真的已經取消了嗎？就算不能同時申請，485也應該不用等排期到了才能申請吧？誰能告訴我？
