1. The person behind the window closed to the parking lot is an immigration officer. He/she will decide if it's necessary for you to get into the building.
2. If your request is about FBI name check, for 99% for sure they won't let you in. The person behind the first window has access to your information and will tell you your case is still pending.
3. My humble opinion: if it's about name check, it really doesn't matter you get into the building or not.
