AP and EAD filing fees for August "July filer"

There was a discussion in Immigrationvoice.org regarding potential multi-year EAD/AP for people whose I485s were retrogressed. It stated that the logic behind USCIS'move was because people who filed their I485s after 7/30/07 would can file EAD/AP for FREE. Thus it makes economic sense to issue mulit-year EAD/AP for a fee.

I did some reseach on USCIS website and the related forms, and found it is true that one can file EAD/AP for free if his/her I485 was filed after 7/30/07. USCIS did not give a specific rule on the July VB applicants who filed in August.

It is hard to believe this windfall benefit to the late "July filers". Any comments from gurus in this forum, as well as those August "July filers" who filed AD/AP recently?
