I just came back from Canada.
1. Im afraid that you can land anywhere since you are a federal immigrant even though your destination in the form is Toronto.
2. not sure of this, but I guess you can
3. you need to tell the officer your destination is OTTAWA, the address that the card needs to be sent to.
4. i think you can, but the duration of your I94 might be as D/S, you might need to have your unversity international student officer sign the IAP66 before you leave.
