radiology please take a look at the FOIPA response I got

Dear Radiology,

I am stuck in NC so I filed a FOIPA request in Nov. A few days ago I got the following response, could you take a look at it? I have a few questions: Should I mention this response when I write to the senator as an indication that I have no 'bad' record? What is the "administrative appeal" (please see the response below) for, should I file one? Any suggestions pertaining to my next action will be greatly appreciated. Thanks very much.
