To be safe, try both way:
1. contact congressman/senator. If USCIS really miss up your file, then only court order will force them to admit/correct

2. file WOM, there is already favorable ruling in your district, you can either file as Pro Se(DIY, if you have time but don't want to spend lots of money on it), or hire a lawyer if you are willing to spend a few thousand dollar.
