I didn't get the deny letter, but my company said, no any reason.

we filed on April 2nd,2007.
Rquested premium process in September,
Got RFE October;
Received RFE response and Resume on 11/22/2007;
denied on 11/28/2007.

Why did they approve my son's H4 after two weeks my deny? Can I argue with them? Thanks for response!
