H1B-application has to be filed by immigration lawyer?

I am a teacher in a college. This college has lawyers but not the immigration lawyer. Is the H1B application has to be filed by immigration lawyer? Is it possible I prepare all the application materials by myself and ask HR to file them in the name of college? Thanks a lot!
