Some landed permanent residents didn't receive maple card

Because CIC doesn't like the pictures they submitted with the application. It happens to more than a few of them.
If that is the case, there is virtually impossible to resolve it outside of Canada. The only way to go back to Canada as a landed permanent resident without a maple card is to drive through land border post from U.S. in private car, with passport, landing paper and the original canceled immigration visa as evidence of permanent residency.
