1. I got nc cleared from local congressman's immigrantion clerk on Oct, 2007. She told me in email my nc cleared from her congressional contact in USCIS. And she forwarded the email from USCIS to me.
2. In the email, they told me they cannot approve this case until my pd becomes current. That is to say no visa number right now.
3. My understanding is that no matter main applicant or derivative, USCIS will follow the same PD schedule on VB. When you case is ready to approved (all other things such as NC all done), the PD must be current or earlier than that listed in VB.
