回複：不太明白這一條：什麽叫申請出境一年以上？

It refers to those citizen who are still in China and are applying passport to travel overseas.

When the applicant apply for short stay like B-2, obviously it does not count. For an applicant who applies for study/work, the stay should over 1 year, then it is in.
