can anyone clarify an issue about FP and NC

Just talked to an IO, cause i have not received FP notice for 3 months since having the 485 receipt. he told me FP is not necessary in this stage because I was in F1 status when submiting my 485 application. USCIS already sent my informaiton to FBI for a name check (it is pending :( ). If they need my FP notice, they will contact me and ask me to do it later.

so my understanding is that for those who have not received FP notice yet
and were F1 students when submiting 485 application, FP is not necessary for namce check at least at the beginning of the process. can anyone confirm this or tell that I had misleading information?

I never saw this kind of information before, and have been always believing that FP is a requirement for Namce Check. can anyone clarify this issue?
