it's easy.
1. Go to a local notary office, or police office, complete the fingerprint form.
2. Send the form to FBI, there is FBI address on Buffalo Canada consulate immigration page.
3. FBI will send you the report after couple of weeks.

I know how to get the FBI report, but I'm a little bit confused about what time should I send that report to Canada immigration office, along with other forms and documents, or wait until they ask me ?
Do you have any idea for that ? thanks
