Not likely in near future

Every one knows that the July filers will be freed after the comming new year if their I140 got approved. If PP is resumed now there will be huge amount of PP demands which will overwhelm CIS capacity. So I think CIS will not resume PP until our cases in the pipe are almost done. Apirl might be a time to resume PP. But at that time CIS could easily get you a thousand and save you just a month or so.
