FBI is using a kind of telegraph code to translate Chinese characters to code, which got from British many years ago.
You know, there are so many Chinese characters with same pronunciation but different meaning. The translation process is like this: Chinese Characters-English-Code. Give you example: if your name is 張玉(Zhang, Yu),there will be tons of names which have the same english name as Zhang, Yu, such as 張與, 章魚,張於,帳魚 ..., but all the name are with different code. 張玉-1234,張與-1223,章魚-4547, 張於-1278,帳魚-2547.
