You can. But it may take time to get the receipt.

I applied forward mail service from USPS. but I did not report my new address to USCIS. Later my receipt was returned back to USCIS and USPS printed my new address on the envelop. Then USCIS re-sent the receipt to me following the new address on the envelop that USPS gave to them. Totally it took over 45 days to get it.

I called USPS why not forward the mail to me directly, they said they do not forward any certified mails.

This is just my experience.
