I'll explain some concerns for the those folks whose cases have been assigned to adjudicators.
Here are what I understand of the procedure.
Workload distribution (WD) allocates files to adjudicator based on NC clear and PD current for these files. Adjudicators make decision whether these files are eligible to 485 approval. Once all requirements are met, adjudicators will check "recommend approval" in the system and send request for visa number. Clerks will contact DOS to retrieve visa number. When visa number is available, clerks will assign the visa number back to adjudicator. Adjudicator then go back to the computer and click on "approval". This is how we see online status updated.
If adjudicator find an RFE must be sent, he will click on the RFE and update online notice. Then these files are specifically labeled and rellocated to a different WD stage. When RFE response from applicants are received within 87 days (usually), WD will reassign these files back to the adjudicator originated the RFE. Adjudicator may approve these files and recommend for approval.
Have to mention that if PD retrogresses, RFE files may have to wait for current time for them be selected to WD stage.
So, as the concern that for those files assigned to adjudicator in the end of November,it's now clear that this is already out of PD issue, it becomes a visa number issue. Even passes Dec, adjudicators will still continue to process these files left over from Nov and recommend for approval. When visa number still available, the case will be approved anyway.In this second month of the fiscal year, visa number is not an issue yet.
