becase there is no limit of length if without court order. My wife's NC took 1 days, and mine 3.5 year (only after filing WOM). they always excuse with "national security", and the fact is their inaction (or inefficiency). Not 100% true, but almost, that if your NC can't finish within 6-12 months, it means forever without push. My relative 4.5 yr, a close friend 5.5 yrs, a Iraq refugee 8.5 (that's longest I even know so far), all those three got clear quickly only after they filed WOM. So either pray or take action
