Help please! 485 rejected twice, frustrated!

I filed my and my wife's 485 in July, I got my receipt in Sept, but my wife's application was rejected due to a mistake on the check (numeric and written amount do not agree. we refiled her application to TSC two days later. In the early November, I called USCIS call center to check the status, I was told to wait for 90 days. Unfortunately, it was rejected again. The rejection notice said that I need to provide evidence that the priority date does have visas available for my home country.

This time USCIS mistakenly returned it to an unknown law firm, this law firm sent the package to my lawyer (for I140), my lawyer in turn informed me and sent it back to me. Thanks to the kindness of the unknown law firm and my lawyer, otherwise, it would be lost.

I called USCIS call center three times to ask if I could resubmit the application and if it can be accepted, two of them answered yes, one said no.

Is there any body here refiled the rejected 485 and got it accepted?
