she can apply 485 if your PD is still current

within 180 days out-of-status while stay in US. I can not find the link to this answer now. However, try to minimize the out-of-status days. If you don't see any hope for her to apply in next few months, you probably want to switch back to H1. Both of you need to apply through consulate. She will apply H4 with you.
