Focus on the Name Check delay issue and get it done

Will send more (already made some contributions) $ to show our support. LIA has limited resources, should focus on one thing and get some results. Right now, the close one is Name Check delay by FBI, there is still some possibility there. As for increase EB based GC number, it is very unlikely to succeed in the near term, as mentioned by Congresswoman Zoe Lofgren.

Let's put engergy where it can generate result.
