it is hard to say now. there is one case in MA, while there is no visa available (middle June crisis), the Judge ruled to adjudicate the case, and he got GC a couple weeks late. It could either they already assign visa number for those with WOM pending (because the visa is available when they file WOM, WOMers may argue that the retrogress of visa should not affect their availability), or they can always allocate visa from other place. We just need to wait if AUSA will put this factor in their MTD argument.
