AC21, 485 pending, change job/address

All,

I have an I485 pending for over 180 days with approved I140. I recently changed job and moved to another state. I filed AR11 online for the address change.
When I told the attorney, who was working for my previous employer, about the job change and address change, he said that he also needs to notify USCIS about my address change despite I filed AR11 already. Is this normal and necessary? I really don't know what the purpose is.

He also asked for voluntarily filing AC21. Of course, he charges for that. What is puzzling me is how likely an RFE or an interview will come if I do not file AC21. How much longer will it delay if an RFE or interview comes later on? My GC is EB category. (BTW, thanks to Radiology's reply on my last post.)

Thank you very much,
