Do visa officer know it?

My parents applied visa last April and only my father got it. He came here and is waiting for my mother to join him. My mother is going to apply again next week. I got some advice that my mother would be denied if she says my father is here. However, if she does not tell them, whether the visa officer find out my father is here in US?
