Need Urgent Help!

My I-140 reached USCIS NSC on July 27, 2007, then transferred to TSC. But
TSC denied my petition based on the date they received from NSC. I got I-797,Notice of Action ----------. The application or petition cannot be accepted because the proper fee of $475.00 U. S. is not attached. I don’t think the direct filing rule and new fee schedule apply to my case since both of them Effective July 30. I don't What should I do next?
