you can file Premium Processing yourself if you have H filing receipt. Usually it takes about a week you will receive the approval. When you file, enclose a self-postage FedEx envelope. CIS will FedEx back you the approval. Don't forget to pay $1,000 filing fee. In form I907, check the third box "you are the applicant who is filing....."
