請教 申請社安卡要多長時間？收據上說是兩個星期

我和我愛人都收到綠卡了
我需要換社安卡，就是沒有限製的那種，
我愛人因為以前沒有，所以要從頭申請，
兩人同一天遞的申請，我第4天就收到了，我愛人的至今也沒有消息，兩個多星期了。
收據上說14天沒有消息就要通知他們，真的是這樣麽?
請問大家都多長時間收到？
