write letter to your sentors or house representitives and ask them to send inquiry to embassy what is the base for the VO to say your parents have immigration purpose. if they have, they can apply for immigration visas. the only reason they apply for non-immigration visas is that they don't want to immigrate. write letter to each of the two sentors for your state and house representitive for your district. the embassy will call your parents and give them visas.
