Three ways to know you are under NC or not.
Method 1: call service center number, and request a formal status inquiry. Or you can let your lawyer to do this for you. Or make an infopass appointment with local service center. They will tell you.
Method 2: Write letter to your congressman, senator, head of the USCIS, service center head.
Method 3: Write letter to First lady. Her office will forward your request to FBI. FBI will then send you a letter about your NC progress.
