在美國出生的孩子從中國返回美國需什麽手續？

在美國出生的孩子回國4年了, 孩子是拿旅行證回國的, 回國後向派出所報了戶口。請問他回美國來需什麽手續？出入境辦公室說孩子要申請中國護照, 那不是要去美國使館申請簽證嗎? very confused. 請各位指教! 多謝你的回複!!!!
